Reproducible: Always

Steps to Reproduce:
1. goto http://www.mozilla.org/releases/
2. click mozilla latest for windows
http://ftp.mozilla.org/pub/mozilla/releases/mozilla1.2b/mozilla-win32-1.2b-installer.exe


Actual Results:  
I got error message

Expected Results:  
start of downloading of the file
