Steps to reproduce:

  1. Enable and edit a filter, Enable the Filter Log, Run Now.
  2. Repeat for three different mail accounts.
  3. The filter correctly moved matching messages to a local folder.
  4. Quit and Re-Launch ThunderBird 91.5.0 (64-bit).
  5. The new rules are gone and the Filter Log is disabled.

Actual results:

Filter changes were destroyed.

Expected results:

Filter changes should persist.

Check that msgfilters.dat file is not readonly in the mail account's directory.

Check tools > error console for entries that appear when you perform these actions (and quitting the filters dialog).
