User Agent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.14; rv:98.0) Gecko/20100101 Firefox/98.0
Steps to reproduce:
- Enable and edit a filter, Enable the Filter Log, Run Now.
- Repeat for three different mail accounts.
- The filter correctly moved matching messages to a local folder.
- Quit and Re-Launch ThunderBird 91.5.0 (64-bit).
- The new rules are gone and the Filter Log is disabled.
Actual results:
Filter changes were destroyed.
Expected results:
Filter changes should persist.

Check that msgfilters.dat file is not readonly in the mail account's directory.
Check tools > error console for entries that appear when you perform these actions (and quitting the filters dialog).

If comment 0 is the complete set of steps, and step 4 does not include closing the filter dialog, then you have described bug 888066
