1751338 - Consider disable spi and spi-nw tests on ESR91

Based on the slack message with RyanVM, we think it'd be great to disable both spi and spi-nw tests on ESR91. Obviously, we won't ship socket process on ESR91, so it make sense to disable those tests for resource saving.

No tgdiff support on ESR, but at least there's no sign of socketprocess tests anymore when showing runnable jobs.
