Today, when using "discover new or updated keys", we start by searching for a WKD key.

If that succeeds, we stop searching, and as a result, will not see information on keyservers.

The information on WKD could be outdated, or, could only have a newer key.
We might still need the information from the keyserver, for example if it has information that a different key was revoked.

I suggest that we continue to search for keys on the keyserver, too.
