1752148 - Remove `format-source` from v-c-t and configwizard

format-source was a Mercurial extension used to help with rebasing old non-formatted patches after a large tree-wide reformat. It's been quite a while since we last had it enabled, the code has seen little love, and has widely diverged from upstream. Let's remove it, as well as the shims in configwizard, and if we need it again we can restore it or pull the latest upstream copy which will be compatible with newer hg.

From bug 1752021, it seems some folks still have format-source enabled somehow, and it should be removed to show it isn't supposed to be enabled for most devs any more.
