Today, discovering keys online is interactive, and will bring up prompts.
We should support a mode that is silent. It's fine to auto-update permanently stored keys with new validity information. But for new keys, they shouldn't be imported into permanent store, but only stored in CollectedKeysDB.

To use the silent mode, call await KeyLookupHelper.fullOnlineDiscovery("silent-collection", window, emailAddress, null);
