1752565 - change "thump" logging for processor to reduce noise

In the local dev environment, the processor isn't always processing crash reports so to show that it's still active, we have it log:

processor_1       | 2022-01-28 16:30:37,849 DEBUG - socorro.lib.task_manager.ThreadedTaskManager - QueuingThread - received None
processor_1       | 2022-01-28 16:30:37,849 INFO - socorro.lib.task_manager.ThreadedTaskManager - QueuingThread - there is nothing to do.  Sleeping for 7 seconds

I've decided I hate this behavior and it needs to change right now.

I deployed this to prod just now in bug #1753495. Marking as FIXED.
