Steps to reproduce
- Open https://www.costco.com/warehouse-locations in private browsing
Expected results
Can type in location and find warehouse (works in non-private browsing)
Actual
The map's div doesn't show a map and instead says,
The map is currently disabled because Personalized Advertising is turned off in your cookie settings. Update your cookie settings
I turned off ETP and still get the same result.

After some tests with the site, I figured that the cookie OptanonConsent doesn't set in the private browsing window, so the map is disabled because of this. It's because we send the DNT header in the private browsing window. Once we disable DNT header in the private window, it works again.
So, this is probably not a bug, but the website wants to honor the DNT header and ask for your consent for the personalized AD. The map will work again if you give the consent after you clicked the Update your cookie settings.
