    bug 1703253: remove --no-cache from building images
    
    I added a --no-cache for debugging some things. This removes that
    because cache is wonderful and we love it and it saves us tons of time.

We had a problem with one of the instances where it was emitting huge timings for everything. Jason terminated it and everything looks ok now.
