I set the default zoom to 120% and this zooms all content panes, but it does not zoom browser chrome (including tab titles in the tab bar or in the tab list), nor does it zoom the text in extensions (eg, in Tree Style Tab).
It looks like I can control chrome + extensions to some extent by tweaking the default Gnome fonts, so it's not a showstopper, and having a default zoom in the first place is great, but a single zoom setting to control the zooming of everything would be even better.
If you want to zoom in everything, including your tabs, change the value of layout.css.devPixelsPerPx in about:config.
