Actually this is true, the button is at the wrong place and we are looking to fix that as part of bug 1748500.
Would you mind explaining what is meant by "create login button placement is inside invisible corner."
Maybe I can work on this.

People tend to scan content diagonally from top left to bottom right. Controls are typically located in these corners. Currently Create login button is at the bottom left, which is the most "invisible" place for it.
We are not ready yet to tell where we want this button though - we have a number of controls scattered across about:logins and we need to regroup them.
