The official page of Polish Commissioner for Civil Rights Protection heavily uses document.all and window.event, which makes it inaccessible for Mozilla users. The problem was originally reported on Polish Mozilla forum: http://mozillapl.org/forum/viewtopic.php?t=610

There is discussion on the mozillapl.org site about the fact brpo.gov.pl has no contact address. I usually try in such instances postmaster@[site domain] and webmaster@[site domain]
I sent a modified LAYERS letter in Polish (modified as they don't use LAYERS but only document.all) to postmaster@brpo.gov.pl and webmaster@brpo.gov.pl The letters did not bounce. Whether anyone reads maim for the two addressess, I do not know. Time will tell.

I haven't seen the "buggy" version of brpo.gov.pl, but now it seems to work on Mozilla (I checked it on 1.2beta and Netscape 7) - now it uses a better method for detecting the browser. The only thing that is wrong may be the position of the pull-down menu bar, but that's a minor bug in this case, I think. So this bug is partly fixed now.

I think it is fixed as the position of the pull down menu has nothing to to with usability. Anyway I do not wee any difference between its position using Mozilla and UE. Marking as FIXED.
