  1. Use new profile
  2. go to https://keithclark.co.uk/labs/css-fps/nojs/

ER: Demo is not smooth

3.Continuously move the mouse inside the demo

ER: Demo becomes smooth

Thus, it looks like the demo is throttled unless the mouse is continuously moved inside the demo.
Reproduced this on a Feb-2021 build with forced WR enabled. When I use D3D11 ADvanced layers, the demo was just stuttery.
So not a new regression.

I think I see the same "mouse inside the demo" behaviour with WR and without WR.

I remember I definitely saw the site before. :)
