Details

Due to how we recently changed the way we handle keep/exclude/include in vendor_manifest.py we're no longer removing any files that get removed upstream.

i.e. https://github.com/libjxl/libjxl/commit/61f9ed044f269785625676c9c413a657e700e2fc renamed stage_write_to_ib.cc to stage_write.cc, but both were kept when updates were vendored.
