Note
- When the user opens a "video with pure WebVTT subtitles" and engages the PiP, he will notice that the black background of the subtitles has full opacity. According to Figma documentation, it should have 80% opacity.

Steps to reproduce
- Launch browser.
- flip media.videocontrols.picture-in-picture.display-text-tracks.enabled to true
- load https://www.cbc.ca/player/play/1994098243991
- play video and activate captions
- Click the PiP toggle.
Expected result
- The background should have 80% opacity.
Actual result
- The black background of the subtitles has 100% opacity.
Regression range
- Not a recent regression, but an implementation issue.

This issue is fixed by bug 1751231, as stated above. Verified in Windows 10, Ubuntu 20, Mac OS 11 and Windows 7.
