F10 keyboard shortcut should be reassigned to opening the main menubutton (since Alt already allows accessing the old menubar)

User Agent: Mozilla/5.0 (X11; Fedora; Linux x86_64; rv:94.0) Gecko/20100101 Firefox/94.0
Steps to reproduce:
Pressing the F10 key.
Actual results:
The old menubar shows up and activates its "File" menu.
Expected results:
As I do not have the menubar enabled (like most Firefox users with the default UI layout), I was expecting the main menubutton (a.k.a. hamburger menu) to activate so that I can navigate it with the keyboard. This behavior would be consistent with other modern apps, especially those that have such "hamburger" menus.
The main menubar can still be accessed with the "Alt" key even when the menubar is hidden, so there is no loss of functionality here; it's just splitting out the two keyboard shortcuts to do two independent things (instead of assigning both to the same thing) and matching common application design patterns seen elsewhere.

The Bugbug bot thinks this bug should belong to the 'Core::DOM: UI Events & Focus Handling' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

I'll go ahead and set this as an enhancement.
Thank you for your contribution!
