Operating System: Samsung Galaxy S8 (Android 9) - 1440 x 2960 pixels, 18.5:9 ratio (~570 ppi density)

Prerequisites:
ETP - Strict enabled.

Steps to reproduce:

1. Navigate to https://www.excelsior.com.mx/
2. Observe the page after a few seconds.

Expected Behavior:
The page is mobile optimized.

Actual Behavior:
The page is not mobile optimized.

Notes:

1. Screenshot attached.
2. The issue is not reproducible with ETP - Standard

It seems the page is mobile-optimized, but there is something causing the layout to shift in strict mode a few moments after the page loads. It appears to be related to bug 1757917, as a local build with that fix isn't experiencing the problem, and the same SmartBlock shim applies on the page as well.
