I tried to find the regression bug but I couldn't find it, there is the rate of the failure and a range

I have continued with the backfills but still didn't get to a result as what could cause this, so I eventually stopped. Here is the complete backfill range.

shows nothing obvious. Grepped for "event", "textarea", "input".

Repeated the single test run 40 times locally with an optimized build on Linux, but it never failed.

This fails only when these two test groups are ran in the same job:

input-events-cut-paste.html is always OK.
It first failed on this job where only those two test groups ran and it was backfiled and retriggered from there under the same circumstances hence the high failure rate. It only fails on linux1804-64-qr opt (not shippable, asan or tsan) which only runs on autoland.

Mirko, maybe you could try and repro under these conditions and I think you could get it to fail.
