I am aware that there is a bug (bug 125168) open to allow disabling of plugins on a per-window basis. However, you should also be able to disable plugins within having to wait to discover whether the window will try to load one. This is already implemented for Mail. To see, go Edit->Preferences->Advanced->Plugins. You can check or uncheck "Mail & News" under "Enable plugins for". Couldn't we just have another checkbox for "Browser"?
