The tab title isn't always updated when loading a local file

STR:

  1. Go to bug https://bugzilla.mozilla.org/show_bug.cgi?id=1755498
  2. Save locally the attachment.
  3. Open the attachment in a new tab (with ctrl + click)
  4. Open the attachment as a file

=> the tab title should be updated to a file:// URL but instead the previous URL is still displayed.

I tried variations of this STR (like opening the attachment in the same window, or opening it directly) but the bug wouldn't happen in that case.
