A few people (e.g.
http://www.mozillazine.org/talkback/read.php?f=15&i=454&t=454) have suggested
that double clicking in the tab bar should open a new tab. This is apparently
an Opera feature, and I've seen it mentioned a few times in the Phoenix forums
on MozillaZine.

Fixed. I put the handler on <tabs> to narrow the scope of its application.
