Currently, it's not hard to add an invalid configuration to repos.py that could cause the repo clone subsystem to stop working (e.g. if a repo name doesn't match the keys in configured repos), or that could result in revisions getting stuck in an unlandable state (e.g. if there is a "short name" mismatch).
