1757551 - Sponsored content should not move pinned sites

On my new tab page I have a couple of sites pinned so they are always in the same place and I can quickly get to them. But whenever a sponsored site shows up it moves my pinned sites out of the way breaking my muscle memory.

This feels like a product or design question, and I'm also not sure who works on topsites at this point.

I do agree though we should not be moving a pinned topsite, because if this is annoying users, it is possible they turn off sponsored topsites to fix this.

With Pocket sponsored stories, when we place one, we pay careful attention to not move other stories around. The sponsored story replaces a story in the array, and doesn't insert into the array, keeping the rest of them in order. We also don't have pinned Pocket stories, making this a bit easier for Pocket.

The drawback for this would be you probably don't want a sponsored topsite to replace a pinned topsite, but probably instead want to replace the topsite after or before any pinned topsites, or lock down the sponsored positions so they cannot be pinned in the first place?
