We need to look harder for the containing block (as far as LayoutNG is
concerned) of an OOF multicol that's contained within another
fragmentation context. The CSS containing block isn't the same as the
LayoutNG containing block. LayoutNG always places OOFs as direct
fragmentainer children, when inside a fragmentation context.
