Steps to reproduce:

In macos (BigSur 11.2.2) I change keyboard shortcuts in System Preferences -> Shortcuts -> App Shortcuts.
changed Copy from Command + C to: Ctrl + C
changed Paste from Command + V to: Ctrl + V

Actual results:

Firefox doesn't respect the change of the Paste. I cannot paste in Firefox (either in address bar or inside web page) using Ctrl + V. only with Command + V.
Ctrl + V works fine in other browsers and applications. only in Firefox it doesn't work. (please note that Copy modification with Ctrl + C does work -> only Paste doesn't work)

Expected results:

Paste should work with Ctrl + V, as in other browsers and applications.

I am able to reproduce the issue in release 98, beta 99 and the latest nightly 100.0a1 (2022-03-28) using macOS 10.15.
