User Agent: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:97.0) Gecko/20100101 Firefox/97.0
Steps to reproduce:
Access mozilla.org in a new window. Access mozzilla.org in an incognito window.
Inspect the regular window (right clic-inspect) go to Storage and select Cookies.
This will only work if you have some cookie already in the non-incognito mode.
Do the same in incognito.
Add a cookie in the regular window.
Add a cookie in incognito window.
(Attached video with all steps provided)
Actual results:
The cookie added in the regular window appears in incognito mode inspector.
It cannot be removed through the inspector, editing the new cookie has cosmetic effect only.
The cookie added in incognito inspector is not shown, but seems to be created.
Expected results:
The cookies appear in the window they are created.

The Bugbug bot thinks this bug should belong to the 'DevTools::Inspector' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.
I suspect this is not a security issue, just cosmetic, but It may be worth verifying that.
