Steps to reproduce:

I update Firefox to 98.0 on Ubuntu, it can not perform hardware decoding with VA-API on my Intel GPU. It worked perfectly well on Firefox 97.

Actual results:

I knew that RDD sandbox block VA-API on Firefox 98. When I disable the sandbox by setting MOZ_DISABLE_RDD_SANDBOX=1 on environment variable, It can decode by hardware, but it will cause security implication.

Expected results:

I think the browser should perform hardware decoding without any setting on environment variable.
