Currently, the skeleton UI is not enabled at all when Firefox starts in Private Browsing mode (-private-window). We are working on making Private Browsing shortcuts available to users. Before we ship this, we should make sure the skeleton UI works with it.

I spoke with Doug Thayer about this a bit, and he suggested that the following would likely be necessary:

In my own quick tests it looked like there was nothing obviously terrible about using the current skeleton UI theme, and after the real window was finished rendering it looked as it should -- so I'm wondering if the latter is necessary? But we also may be doing a full retheme when we ship these private browsing changes, which may change that equation.
