Details
User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:98.0) Gecko/20100101 Firefox/98.0
Steps to reproduce:
Open Firefox (under Windows 10 21H2)
Open link to PDF
Actual results:
PDF opens in Firefox
Expected results:
Save as dialog should have appeared, as it has prior to 98.0
My download settings include both "Always ask you where to save files" as well as "Save file" for most file types. There is one setting, "Portable Document Format (PDF) (application/pdf)" which is now set to "Open in Firefox", although I had previously set all PDF entries to "Save file". I cannot reconstruct whether this is a new entry which was given an unwanted default value or whether an existing entry was reset. I installed bot the 98.0 and 98.0.1 upgrades manually and unchecked the checkbox to restore defaults and remove old add-ins.
P.S. After changing the entry "Portable Document Format (PDF) (application/pdf)" to "Save file", Firefox once again behaves as it did prior to 98.0.

The Bugbug bot thinks this bug should belong to the 'Firefox::File Handling' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

For what it's worth, reinstalling Firefox will not do anything to fix things, unless you do tick the box to restore defaults - though obviously, ticking that box has other downsides like changing settings back to the default...

OK. I'm glad things work the way you want again. I looked at the patches that could potentially have been related, and I'm not seeing anything that could have been responsible for this. Your changing the setting back will have overwritten any information we can use to figure out why something changed, so I'm closing this bug as there won't be anything we can do to investigate what happened. Thank you again for flagging this. If a wider pattern emerges, we may reopen/reinvestigate this.
Thanks for following up. I mentioned unchecking the box because restoring defaults might have explained the change in behavior I experienced. I unchecked it because I wanted Firefox to maintain the behavior I had previously configured, which it did not. Anyway, the problem is solved for me, without even having to find any obscure settings in about:config, and I'm sure the Mozilla team has more important issues to work on. Thanks for all your efforts!
