In the front page of www.walla.co.il website (probably the most popular site in
Israel) scrolling with scroll wheel seems to be disabled,
this is reported using phoenix on Windows xp pro but i have the same problem
using mozilla 1.1 on linux mandrake9.
The problem appeared with the new site design.
i'm using a Microsoft IntelliMouse optical.

Reproducible: Always

Steps to Reproduce:
1. Enter www.walla.co.il 
2. try to scroll the page using the mouse wheel
3.

Actual Results:  
Page doesn't scroll.

Expected Results:  
should be scrolled.

When i focus any link using any method(middle click, tab key, etc...) in the
page it become scrollable but than again if i click any other empty
spot(non-link) it become unscrollable again
