Steps to reproduce:
I keep downloading English (GB) Language Pack but Spelling Check keeps bringing me back the US English.
Actual results:
Every time I download GB Language package, I restart Mozilla as instructed. It works until I close and reopen the Mozilla Firefox.
Expected results:
US English should have been removed as I set and I should have used only GB English!

The language pack doesn't have anything to do with the dictionary.
In the same page of your second screenshot, there's a "DICTIONARIES" column (and also two dictionaries linked at the top, after the language pack). Have you installed the dictionary from there?
Which dictionaries do you see in about:addons, Dictionaries tab?
