Firefox 98 Forces Temporary Files to Download Folder

Steps to reproduce:
Updated to Firefox 98 (Windows 10, 21H2). Selected (continued to select) "open PDF files with [non-Adobe PDF viewer program, not Firefox's crappy internal viewer]." Selected PDF files from legitimate on-the-net sources by BOTH right-click and save-to-file, and left-click (same behavior).
NOTE: There was NO update to the viewer.
Actual results:
Viewer opened as before. HOWEVER, all temporary files were redirected to the system download folder, NOT the system temporary folder (as had been done before Firefox 98). Temporary files were NOT deleted upon closing either Firefox or the viewer. Needless to say, this causes problems with managing things. "Clear history" did NOT delete these files.
Expected results:
Temporary files should (a) have been placed in the system temporary folder, and (b) should be deleted upon closing the viewer and/or Firefox.
Inference: This is related to the new behavior of the download popup introduced in Version 98. (It's not my preference; I wish there was a way to turn it off; I can live with it, since the [Esc] key successfully closes the popup.)
