176091 - [trunk] The default values are displayed blank in publish dialog with non-ascii file

Build: 10-21 trunk build on all platforms

Steps to reproduce:
1. Access any server with non-ascii file(s), I have an internal server:
http://sakura.netscape.com (EUC-JP)
2. In the server above, change charset as EUC-JP to match the server charset.
3. Click on a non-ascii file, like ábc.html.
4. File | Edit Page to bring the file into Composer window.
5. Doesn't matter really modify the file or not, File | Publish As.

Result:
1. The Filename field is displayed blank in Publish tab. 
2. After published then try to publish the same file again, all the default
values in Settings tab are blank.

Note: 
1. With ascii file name, like test.html, all the values in both tabs are showed.
2. 10-22 BRANCH build, the file name is displayed as escaped value for non-ascii
characters.  And the values in Settings tab are filled.
