Build: 10-22 trunk and branch build

This may be related with bug 176091.

Steps to reproduce:
1. Access any server with non-ascii file(s), I have an internal server:
http://sakura.netscape.com (EUC-JP)
2. In the server above, change charset as EUC-JP to match the server charset.
3. Click on a non-ascii file, like ábc.html.
4. File | Edit Page to bring the file into Composer window.
5. Doesn't matter really modify the file or not, File | Publish As.

Result:
1. [branch] the filename field is showed as escaped value %8f%ab%a1bc.html, when
I manually change it to ábc.html, then I got two file names, one is ábc.html,
and another one is escaped %8f%ab%a1bc.html.
1. [trunk] the filename field is displayed blank, when I manually change it to
ábc.html, then I'll get the process window show two file names, ábc.html and
%8f%ab%a1bc.html.  When I edit the same file and publish the file again, then
there is only one file name ábc.html will show up in the same dialog, not like
branch build always show two file names.
