Per our discussion, the spec and convention dictates that the user agent string
should contain both the version number and the locale.
Currently it only contains the version number.

We're talking about the user-agent of the installer here, right? Not of the
browser?

Right, this is for the GRE(MRE) Installer specifically - not moz or ns. Moz
does the right thing as does ns (e.g. 7.0 (en))

Hold the fort. I think I sent us down a rabbit hole. GRE is locale neutral.
All localization is in the app. I forgot that when we discussed this. I've
cc'ed Chak just to make sure my recollection is on target. If so, Chak, would
you please close this bug INVALID. Thanks.

If that is the case, then please modify the install/uninstall specs to remove
the locale reference in the user agent param. There is an inconsistency between
the doc and the current behavior.
