This happend to me when I installed a build over a different build, or when I used my old profile with the new build. Solution was to delete the Mozilla dir (ex. plugins), and remove the profile. I tried to change the pathnames in prefs.js, but that didn't work.
I knew two people with the same problem. Both people have installed Moz 1.2b (Windows)over 1.2a or 1.1 without uninstallation. The solution was simply a new "clean (re)install" (like in comment 1) of Moz 1.2b. Changes to the profile are (at least in these cases) not necessary.
