As per bug 1751604 comment 4, let's ship the existing UA override for otsuka.co.jp to mobile as well.

I can't get this to reliably break, and I can't get this to reliably work with a UA override. As per Karl's comments on bug 1751604, this looks like a timing issue that might or might not be influenced by the UA. Since it looks like it breaks more on mobile with the UA, let's not ship this for now.
