Steps to reproduce:

Start Firefox on Ubuntu 22.04.
Open more than one tab.
Click and drag open tabs, or bookmarks in the bookmark toolbar, to reorder or open in a new window.
This problem persists in Firefox troubleshoot mode and with a newly created profile.

Actual results:

Tabs remain in tabs remain in place as if not being interacted with.
No animation or ghost image is displayed.
Tabs can not be moved within a window and they can not be moved to a new window.
Bookmarks can not be opened through dragging and they can not be dragged into folders on the bookmarks toolbar.
Tabs can be reordered through right click -> move tab, but that is limited.

Expected results:

Bookmarks and tabs should be dragged with the cursor to be reordered.
