Fission has been enabled by default for several releases, and we don't generally test desktop in e10s mode anymore. It makes sense to leave Fission enabled in Troubleshooting mode.

Nika, care to take this bug? We often ask bug reporters to try with troubleshooting mode to narrow down the cause of an issue. It makes very little sense to have Fission disabled in that mode.
