1763419 - Extensions options fail to scroll

In some cases, scrolling in the options of an extension is broken.

STR:

1. Install Tree Style Tab (https://addons.mozilla.org/en-US/firefox/addon/tree-style-tab/)
2. Go to the extension options.
3. The options show several collapsible sections. Expand all sections except the last two.
4. Move your mouse inside the options space
5. Use the 2-finger scroll gesture to scroll up or down.

Expected results:
Scroll through the extension options

Actual results:
Scrolling does not work

Notable info:
Moving the cursor outside the extensions options space, gesture scrolling works as expected.

I want to double-check if this issue may be related to what Bug 1681810 was also tracking (or a different side-effect that the patch attached to Bug 1681810 may still have an effect on).

Can still reproduce using above STR on 101.0b5 (64-bit) Mac 12.3.1.
