User Agent: Mozilla/5.0 (Windows NT 10.0; rv:98.0) Gecko/20100101 Firefox/98.0

Steps to reproduce:

Click on FIREFOX in W/10, ribbon. No reaction noted [normal is loop rotating].

Actual results:

Wait for 60 seconds and click again: "FIREFOX is already running" appears, but still nothing on the monitor but a white board. Click CANCEL in error board, and FIREFOX appears instantly. THIS IS NOT AN EVERY EVENT OCCURANCE; it is intermittent and will also happen sometimes if I close FIREFOX [my pref browser] and click on an internet link from some other form.

Expected results:

FIREFOX should have appeared after a reasonable [less than 2 secs for CHROME] on my monitor rather than white board.

The Bugbug bot thinks this bug should belong to the 'Core::DOM: UI Events & Focus Handling' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.
