Changes:

1. "roundingIncrement" can only be used when [[RoundingType]] is fractionDigits.

• [[RoundingType]] is fractionDigits when "roundingPriority" is "auto" and
  no significand digits are used.
• If these requirements aren't met, a TypeError (JSMSG_INVALID_NUMBER_OPTION)
  is thrown.

2. Minimum and maximum fraction digits must be equal when "roundingIncrement"
   is used.

• If this requirement isn't met, a RangeError (JSMSG_UNEQUAL_FRACTION_DIGITS)
  is thrown.

3. Neither start nor end parameter in Intl_PluralRules_selectRange must
   be undefined. Otherwise a TypeError (JSMSG_UNDEFINED_NUMBER) is thrown.

4. Neither start nor end parameter in Intl_PluralRules_selectRange must
   be NaN. Otherwise a RangeError (JSMSG_NAN_NUMBER_RANGE) is thrown.
