Details
Reproduce:
1. Open new window
2. Load provided URL
3. View -> Text Zoom -> 50%
4. If you have scroollbar, increase window size to fit the page
4. View -> Text Zoom -> 200%
5. Observe empty gray space instead of scrollbar

Happens on Linux too.. not sure whether this is views, layout or style system...
