"Exceptions - cookies" - add a Description field for each website exception, which user may edit to write what the cookie is for

Steps to reproduce:
Open Tools > Settings > Privacy & Security > Cookies and Site Data > Manage Exceptions
OR: browse to about:preferences#privacy and then navigate to Cookies and Site Data > Manage Exceptions
Actual results:
The user is currently shown a list of Cookie and Site Data exceptions. The list has two fields: Website and Status.
Expected results:
I wish that in additions to the two existing fields, each row had also a user editable Description field.
I often have trouble remembering why I created a particular exception. This happens especially when the exception is for some cryptically or generically named website, or an IP address (I need a couple of such cookies for websites in my LAN).

The Bugbug bot thinks this bug should belong to the 'Firefox::Preferences' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.
