I guess, FIPS means Federal Information Processing Standards (think of the HTML
<acronym> tag   ;)  ), but even for a security interested person, out of the
texts I find in Help, I have little clue what enabling this service really does
to the functionality? Perhaps this could be summarized in a sentence, or a link
into a nist.gov FIPS website would do?

I just found this by going to Help/Firefox Help, and searching for "FIPS":

Closing for now, but if you have other ideas please see if they might work as additions/edits to that page.
