erosman (Windows 7) and I (Windows 8.1) both observed maximized browser windows not responding to clicks onto the minimize/windowed/close buttons of the window controls, even no visual feedback if the mouse gets moved over them. No issues on the Windows 10 machine here.
This is a regression from bug 1614218.

Resolved this in the original bug 1614218 by gating that change on Win10+.
