[Steps to reproduce]:

1. Open Settings.
2. Click Choose... button of Language section.
3. Click Select a language to add so that language list options will pops up.
4. Add some languages and observe the buttons on the left.
5. Remove all languages and observe the buttons on the left.

[Expected Results]:
The "Remove" button cannot be pressed when there are no languages in the box.

[Actual Results]:
The "Remove" button still can be pressed when there are no languages in the box.

[Notes]:

• When there is no certain language selected in the "Select a language to add..." field, "Add" button should not be pressed, too.

Verified as fixed on Firefox 123.0b8 and Firefox Nightly 124.0a1 on Windows 10, Ubuntu 22, macOS 12.
