[Prerequisites]:

Have a valid FxA account that contains at least one login saved.

[Steps to reproduce]:

1. Go to the about:preferences#sync page.
2. Click on the “Sign Out...” button.
3. Click on the “Sign Out” button from the pop-up.
4. Click "Sign in to sync..." button under "Sync".
5. Log in.
6. Click "Show code" button.
7. Click the "X" on the top left of the "Connect Another Device" pop-up.
8. Refresh the page.

[Expected Results]:
The "Connect Another Device" pop-up doesn't show up anymore.

[Actual Results]:
The "Connect Another Device" pop-up shows up every time refreshing the page.

[Notes]:

• the page address is "about:preferences?action=pair#sync " now.

More straightforward steps:

1. sign into sync
2. open about:preferences?action=pair#sync manually
3. click close button
4. refresh page

The dialog being closed should reset the URL to about:preferences#sync.
