This is something that was added in bug 1724748 as part of some experimental work that the front-end team was doing on document navigation. Those experiments have concluded, and the mechanism from bug 1724748 has outlived its usefulness. It has been supplanted by a new, simpler mechanism in bug 1763672. We should remove the old mechanism now.
