Note

• When the user loads [a specific type of video from reddit](https://www.reddit.com/r/Romania/comments/u3t1y7/road_rage_bucuresti_strada_vasile_lascar/, he will notice that the PiP toggle is not displayed.

Steps to reproduce

1. make sure that:
   media.videocontrols.picture-in-picture.audio-toggle.enabled true
   media.videocontrols.picture-in-picture.display-text-tracks.enabled true
2. Load https://www.reddit.com/r/aww/comments/t9tkl8/chinchillas_use_dust_baths_to_absorb_skin_oils/
3. Attempt to launch the PiP.

Expected result

• The PiP toggle is displayed and usable.

Actual result

• The PiP toggle is not displayed.

Regression range

• Not a recent regression.

As an additional note, as far as I can tell, this only occurs on mute-videos (ones which don't have sound at all)
